The dip, the recovery, and the decline after
"NJ school enrollment dipped in the pandemic" is repeated as settled background in budget and facilities arguments. The state's own fall headcounts say something more interesting: the dip was modest and fully recovered by 2023-24 — and the decline since 2023-24 is already larger than the pandemic dip was.
What the files show
The pandemic dip was real but modest. Statewide fall enrollment fell 13,428.5 students (−0.98%) from 2019-20 to 2020-21. A one-percent single-year drop was unusual, but it was not a collapse.
It came back — completely. By fall 2023-24 the statewide count stood at 1,379,988.0, which is 0.30% above the pre-pandemic 2019-20 level. "Enrollment never recovered from COVID" is, statewide, false.
The decline that followed is the story. Fall 2025-26 enrollment is 1,357,449.5 — down 1.63% from 2023-24 and 1.34% below the pre-pandemic baseline. In two years New Jersey lost more enrollment than it did in the pandemic year. What's driving it — pre-K policy shifts, kindergarten cohort size, migration — is not answerable from statewide totals and is flagged as the open question in the notebook behind this page.

Four captured years, not a continuous series — 2021-22, 2022-23 and 2024-25 exist and would refine the shape of the recovery and the turn. Half-students are real: NJ DOE counts shared-time vocational students as 0.5, so published totals carry fractional values. Sources & method
Upstream data: NJ DOE Fall Enrollment Reports, published as one ZIP per school year at nj.gov/education/doedata/enr/. The four files used here: 2019-20 · 2020-21 · 2023-24 · 2025-26. Each statewide total is the State sheet's "All Grades" row, cross-checked by independently summing the District sheet's Total Enrollment column — the two agree exactly, to the half-student, for all four years.
Provenance: this page is a render of a public flip research notebook, where each file above is stored with its SHA-256 hash as captured on 2026-07-25, each claim carries its verification record, and the open questions are on the record. Two file oddities worth knowing: the 2025-26 ZIP ships a stale "2024-2025" introduction sheet (its data sheets are correctly 2025-26), and the state has silently revised published ZIPs after the fact (the 2019-20 file's members were modified in April 2022) — which is why the notebook pins hashes.
